SCM Staff Biographies: Gary Cates

	Gary Cates Senior Project Manager Gary Cates has been a senior project manager and trainer with Safety Compliance Management since July 1997. In this position, Gary is responsible for managing a number of client accounts and providing a variety of services in the areas of occupational health and safety and emergency preparedness and response. Gary is well versed in working with the Occupational Health and Safety Administration (OSHA) regulations in a wide area. He regularly inspects a number of worksites and conducts audits to ensure compliance with applicable OSHA regulations. Perhaps one of the areas where Gary is most proficient is in working with various contractors and construction firms. In this area Gary has set up safety programs for the clients, worked with the various personnel within the organizations to implement the programs, conducted audits and inspections, investigated accidents, and represented clients during OSHA citation processes. In addition to working in the areas of OSHA regulations, Gary is also extremely knowledgeable and has considerable experience in the field of emergency preparedness and response. He has developed and reviewed a number of disaster preparedness and business continuity programs for a number of organizations and has been responsible to develop, implement, and test these programs in a range of exercise programs. Prior to coming to Safety Compliance Management, Gary spent 30 years with the City of Berkeley Fire Department. While in Berkeley, Gary held a number of positions up to and including Fire Chief. While serving as the Fire Chief, Gary was responsible to command the activities of the 1991 Oakland/Berkeley Hills Fire and the Loma Prieta earthquake response activities. Gary was also responsible for much of the City of Berkeley emergency preparedness programs and worked to conduct exercises with a range of businesses and organizations within the city.
