Driven by their combined experience in fire service and law enforcement, Paul and Laura Gantt founded Safety Compliance Management (SCM) in 1991. This family-owned San Ramon business has since become the Bay Area’s leading provider of safety training and consulting.

  • PAUL GANTT, PH.D., CSP, CHST, CET
    PAUL GANTT, PH.D., CSP, CHST, CET President and Founder

    Paul Gantt is the President and founding member of SCM Safety with over 35 years of experience in the fields of safety and health and emergency response.  Before starting SCM Safety, Dr. Gantt worked in the fire service where he worked in several positions including Firefighter/Paramedic, Fire Captain, Fire Battalion Chief, Training Officer, Fire Marshal, and Chief Officer.  Paul has undergraduate degrees in Fire Science and Public Administration.  He also has a Master’s Degree in Advanced Safety Engineering and Management, and a Ph.D, in Human Services.  He is also a Board Certified Safety Professional (CSP), a Certified Instructional Trainer (CIT), and a Construction Health and Safety Technician (CHST).  Paul is also one of the firm’s qualified expert witnesses and regularly works with attorneys providing legal services and testimony in a range of safety, health, regulatory compliance, and premises liability issues. When Paul is not working, he enjoys spending time with his wife and grandkids.  When he has the time to get away, his favorite place to go is Las Vegas to cheer on the Vegas Golden Knights hockey team!

  • LAURA GANTT, OHST
    LAURA GANTT, OHST Chief Executive/Administrative Officer

    Laura Gantt is our Chief Administrative Officer and one of the founding members at SCM Safety. She has over 35 year of safety experience and she has an Associates in Liberal Arts. Laura is a certified Fire and crime prevention officer, a crime scene technician, a Junior Fire Starters Interventionist as well as an Occupational Hygiene and Safety Technician. Her areas of expertise are in general health and safety and regulatory written programs. When Laura isn’t working she plays classical violin for a local ensemble. She also enjoys spending time with her family and friends and going to church.

  • MARISA GONZALEZ (Bilingual)
    MARISA GONZALEZ (Bilingual) VP OF OPERATIONS

    Having been a cornerstone of SCM Safety since 2014, Marisa brings a wealth of institutional knowledge and strategic leadership to her role as Vice President of Business Operations. Leveraging her degree in Business Administration, Marisa oversees the company’s financial health and organizational growth, managing everything from intricate accounting and P&L oversight to high-level business development. She is instrumental in charting the company’s path forward, ensuring that SCM Safety remains a market leader through sustainable expansion and operational excellence. Marisa’s unique blend of administrative precision and forward-thinking strategy allows the company to scale efficiently while maintaining its commitment to superior client service.

    ROOSEVELT WARD – CIH, CSP, CAC SENIOR SAFETY CONSULTANT

    Roosevelt Ward, CIH, CSP, CAC, is a strategic EHS leader with over 20 years of technical expertise and executive-level operational experience. As a triple-certified professional, he specializes in navigating California’s complex regulatory landscape—including Cal/OSHA, SCAQMD, and DTSC mandates—to deliver high-stakes environmental and safety solutions. Roosevelt provides clients with comprehensive services ranging from industrial hygiene monitoring and hazardous materials management to the development of occupational safety programs and environmental permitting. Known for driving operational excellence and fostering a culture of accountability, he ensures every project aligns with both state-specific requirements and his clients’ long-term business objectives.

  • KIRSTIE CHISHOLM
    KIRSTIE CHISHOLM REMOTE TRAINING MANAGER

    Kirstie serves as the architect of our digital education and online presence, specializing in the development of high-impact training courses for OSHA, DOT, EPA, and Emergency Response compliance. With a focus on instructional design and technical accuracy, she ensures that our e-learning curriculum meets the rigorous standards required for hazardous materials handling and workplace safety. Beyond course development, Kirstie manages our corporate websites and spearheads the strategic marketing efforts for HazmatSchool.com. By blending technical course management with digital marketing expertise, she ensures our clients have seamless access to industry-leading safety training and the essential tools needed to maintain regulatory compliance in an evolving digital landscape.

  • CATHY HORNER
    CATHY HORNER EXECUTIVE ASSISTANT/OFFICE MANAGER

    Cathy joined SCM Safety in 2018 as the Executive Assistant to the CEO and has since become a central pillar of our organization. In her dual role, she works closely with the owner to provide specialized support for his work as a legal expert witness, overseeing project management, high-level scheduling, and legal coordination. Beyond her executive duties, Cathy serves as our “office mom-ager,” managing the daily operations of the SCM team and ensuring that all projects remain on schedule. Her ability to navigate the complexities of legal support while maintaining a smooth, communicative, and efficient office environment makes her the primary anchor of our day-to-day success.

  • EARL THOMAS
    EARL THOMAS SENIOR CONSULTANT/TRAINER

    Earl Thomas, who has 38 years of experience in the environmental waste management and safety and health fields, retired from the Lawrence Livermore National Laboratory in 2006 as a Permits and Regulatory Affairs Analyst.

    Earl currently serves as a consultant and instructor for SCM and facilitates a range of courses, such as advanced hazardous waste, DOT, IATA, IMDG, SPCC/APSA, and Hazwoper.

    He is well-known by State and local regulators and has been a featured speaker at three Certified Unified Program Agency conferences. Earl has also authored a 298-page technical juxtapose comparing Federal hazardous waste laws and regulations to those used in California.

  • RICK LUNA
    RICK LUNA SENIOR CONSULTANT/TRAINER

    Rick joined SCM, as a consultant and trainer, in 2021. Prior to joining SCM, he spent 11 years managing the hazardous materials, waste, and emergency management programs for a large healthcare network, and 10 years providing hazardous waste disposal services for California industries. He has a passion for employee engagement and safety culture growth. Rick currently supports training and consultation for our hazardous materials and waste offerings, industrial hygiene monitoring, inspection services, respiratory protection services. Rick is also a certified Basic Life Support instructor with the American Heart Association. Outside of the office, Rick can be found cooking healthy food, playing music, and tending to his garden.

  • STEVEN MOOMEY – OSHT
    STEVEN MOOMEY – OSHT SAFETY TECHNICIAN

    Steven Moomey bridges technical field expertise with essential administrative support at SCM Safety. As a Safety Technician, he performs equipment audits, safety walks, site inspections, while also providing industrial hygiene services like audiometric and respiratory fit testing. Steven is key to our compliance efforts, assisting in the development of customized written safety programs for our clients. Administratively, he serves as our Front Desk Administrator, managing client requests, scheduling, and the creation of training certifications to ensure a seamless experience from start to finish.

  • CECILIA JIMENEZ-LOMELI
    CECILIA JIMENEZ-LOMELI ASSISTANT E-LEARNING MANAGER

    Cecilia serves as the Assistant Manager for our remote training operations, providing vital leadership and support. In her role, she manages the day-to-day workflow and acts as the primary bridge between our clients and our training programs. Cecilia oversees all client-related requests, expertly handling communications to ensure every inquiry is met with a prompt and professional response. By balancing high-level administrative oversight with a hands-on approach to daily logistics, she ensures that the operations at SCM Safety and HazmatSchool.com run seamlessly, maintaining the high standard of service our clients expect.

    CODY HINRICHSEN CONSULTANT/INSTRUCTOR

    Cody comes to us with a wealth of construction experience. He will be delivering construction-related training and also support our in-field needs to provide safety oversight and inspections at client projects, such as PG&E.
