In California, the Hazardous Materials Business Plan (HMBP) is an annual requirement, but the specific due date depends on your local jurisdiction (the CUPA—Certified Unified Program Agency).
While many people think of it as a once-a-year “anniversary” filing, there are three main triggers for 2026:
1. The Annual Certification Deadline
Most businesses in California are required to submit or certify their HMBP once every 12 months.

The “Standard” Date: Many local CUPAs (like those in Los Angeles, Santa Clara, Contra Costa, etc.) set a hard deadline of March 1 each year.

The “Anniversary” Date: Some jurisdictions simply require you to update it exactly one year from your last submission.

Action: You must log into the CERS (California Environmental Reporting System) to submit your “Annual Certification” or an updated plan. Even if nothing has changed, you must “re-certify” to remain in compliance.
2. The “30-Day” Update Trigger
Regardless of your annual deadline, you must update and submit your HMBP within 30 days if any of the following occur:

A new hazardous material is added that meets or exceeds reporting thresholds.

There is a 100% increase in the quantity of a previously disclosed material.

The business changes address, name, or ownership.

There is a significant change in the emergency contacts or the site map.
3. Reporting Thresholds
You are required to file an HMBP if you handle hazardous materials at or above these quantities at any one time:

Liquids: 55 gallons

Solids: 500 pounds

Gases: 200 cubic feet (standard temperature and pressure)
